Each state, county and city agency has its own set of rules.  The protocol is often difficult to decipher.  Agencies are governed by the Administrative Procedure Act.  In additon, each agency has its own distinct set of rules it enforces.  Sometimes you need an advocate to remind them of this. They leave a lot of discretionary authority in the hands of the employees.  Decisions are often handled by people trained in very limited areas.
